Adobe Premiere / Adobe Encore problem?

I have this problem that when I import the vid from Premiere to Encore, I get a problem.
When I play the preview it loks fine. But when I burn it in the dvd, the top of the vid shows a strap like this:

Also the video after burned looks a little blurred.
Did I messed up in some setting? What are the best settings to burn a high quality Widescreen video?
Just for the record, the videos that I am using were recorded in high quality VCR, so I don't think that is a quality problem :(
My operational sistem is Windows XP 2002.
Another thing that I want to ask is that the video that I'm working is standard, and when I put it in widescreen it gives me side straps like

.
What am I messing up?
I'm very new with Adobe Premiere (and Encore), so any advice would be highly appreciated.
And If this Encore problem is not appropriated in this community, let me know were I can post that I'll remove this post.
