Okay, it's been like two months since I did this so of course I've forgotten everything, but looking at it now here's the best I can tell...
-You go to Library Manager, create one or more "Custom Folders" by hitting New, then name them.
-You can switch between the default folder ("Video") and the Custom Folders by using the pulldown menu (down-arrow) next to the word Video in Storyboard mode.
-You can then add external clips by hitting the folder-button, or internal clips by dragging them up from the timeline. I don't think you can move them directly from one folder to another, but you can approximate this by dragging them down to the timeline, switching folders, then dragging them back up.
