encoding(?) uncompressed avi into mpeg-2

Er... this looks to be a simple thing that I, in my glorious stupidity, just can't seem to do. Any help would be greatly appreciated.

I have an uncompressed AVI file, PAL, 720x432, and I'm trying to make it into MPEG-2 at 720x567 with the black bars. What is the easiest way of going about it? I have all the usual software installed, I just don't know how to work them. :D

Adding extra audio bits in APP?

I want to include some sound effects in my video.

I have my music track in (MP3), and some of the audio track from the video clip(.avi), and I want to add two or three sound effects. They are .wma files as I downloaded them, they loaded into my Adobe Premiere Pro 1.5 fine, but don't show when I try to put them on the timeline (on a diferent track), so I converted them to MP3 incase that was the problem, but the same thing happens.
They are playing fine in my Windows Media Player. The clips are only a second or two in length.

*sobs* What am I doing wrong? What can I do?
