What programs do you guys use to convert your .avi files to any type of file that can be written to a DVD? (VOB/IFO/whatever) I'm looking for a good program for the job, and suggestions would be great!

I'm doing a Spider-man vid right now in Adobe Premiere and I need to lower the speed of one of my clips to about 84% of the original clip. The problem is that pretty much whenever i slow down a clip there is a distracting blur between frames. Is there any way around this? Is it normal?

Here are the project specs:

Adobe Premiere 1.5
Compression: HuffyUV
Framerate: 24fps

I want to be able to slow down clips but I don't want the frames to blur into each other when they are slowed. Does this make any sense? Thanks in advance.
