Demonstration of contest videos began at this page. We continue accepting videos which was made after 1st of September. If you have one, then:
1) Read Rules
2) Create Account
3) Login
4) Upload Video

I have a question about one of the rules.

deformated aspect ratio.

Does this mean that the video itself has to be letterboxed if it is in a widescreen format?

If source have 16x9 then video must have 16x9, not 4x3 or something else. The faces should be normal, not stretched vertically or horizontally. Letterbox is evil too. Crop it with VirtualDUB before encode final version.
