I know some people use Geocities. The problem with this is that your file sizes have to be under 5MB, and after a certain amount of bandwidth used, geocities shuts down your site.
There are occasionally archives in particular fandoms. Dallascaper's Farscape Fantasy comes to mind--he'll not only put up your vids, but do copies in other formats for you. I think there may be a Witchblade archive, too. Of course, not all vid archives actually *host* vids--the Buffy and Smallville Music Video Archives (BMVA, SMVA) are just listings, who, what, when, and where you *can* find it.
I've been seeing people talkig about something called fanflix.com, but all of that discussion has been centered around how a couple of the vidders are clip thieves and won some kind of award and how fanflix.com still hasn't taken their plagiarized vids down, so I'm not too keen to look into fanflix.com.
I pay for webhosting--I'm on populli.net, which is run by alicettlg, who resells webspace dirt cheap for fannish purposes. It's a good place to be.
