Aspect Ratio adjustment in Adobe Premiere

I have video footage that is in both 16:9 ratio (widescreen) and 4:3 ratio (tv standard) for use in one music video. How do I change the aspect ratios so that both types of video footage are widescreen?

Related question: Can I add black bars on the sides or on top and bottom of my video? If so, how do I manipulate the size of the black bars?
